SAIL-BSL (TA DEPARTMENT) invites Expressions of Interest (EOI) from experienced and capable parties/organizations to take up the activities as per the scope mentioned below.

A. Objective

The primary objective is to ensure development, operation and maintenance (DOM) of City Park, Bokaro Steel City with all its infrastructure viz. Gardens, Nursery, Lake, Boating facilities, Restaurant, VIP hutment and Musical fountain under Long Term Agreement on revenue sharing basis.

B. About the City Park

City Park is spread over an area of approx. 3,55,000 m², covered by a boundary wall and located in the heart of Bokaro Steel City with the following infrastructure:

• Gardens – 06 Nos. (Total area 26,000 m²)
• Nursery – Approx. 1,500 m²
• Concrete Standing Fountains – 12 Nos.
• Lake – Approx. 35,000 m² with Boating Facility
• Lakeside Double Storey Restaurant & Cafeteria
• VIP Hutment Complex – Approx. 4,000 m²
• Musical Fountain Complex – Approx. 3,000 m² with Gallery
• Pump House – 02 Pumps (420 m³/hr discharge each)
• Arched Foot Over Bridge – 05 Nos.
• Central Islands – Approx. 5,000 m²
• High Mast Lighting Towers – 10 Nos.
• Public Washrooms, Office Complex, etc.

C. Scope of Work

• Development, landscaping, maintenance & security of gardens and nursery
• Revival, operation & maintenance of all fountains
• Revival and operation of Musical Fountain complex
• Desilting and upkeep of the lake
• Operation & maintenance of boating facilities with safety measures
• Operation & upkeep of lakeside restaurant and VIP hutment
• Operation & maintenance of pump house and associated infrastructure
• Renovation and upkeep of office complex
• Upkeep of civil and electrical utilities
• Revenue generation through entry/usage fees

D. Mode of Execution

The bidder shall be at liberty to Develop, Operate and Maintain (DOM) through SPV / Consortium / Subletting or any other suitable mode complying with statutory requirements.

E. Safety Compliance

The agency shall ensure compliance with all safety norms and precautions using manual as well as mechanized tools, vehicles and equipment.

F. Eligibility Criteria

• Minimum 05 years experience managing parks/gardens ≥100,000 m² and Musical Fountain or Amusement Park
• Availability of qualified horticulturists, maintenance & security personnel
• Minimum Annual Turnover of ₹5 Crores
